Thank you for your request received on 7 March 2024 asking for information about the Ultra Low Emission Zone (ULEZ).
 
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

1.         Of the Penalty Charge Notices issued for vehicles in breach of ULEZ requirements since 29 August 2023, how many have been paid in full?
   
As of 26 March 2024 243,239 of the 1,153,937 penalty charge notices (PCNs) issued have been paid in full. Please note that this figure will increase over time as more penalties are paid.
 
2.         Of the same set of Penalty Charge Notices, how many remain unpaid?

If a customer is served with a PCN they have 28 days to either pay the fine or challenge it. 809,635 PCNs are currently unpaid. Please note that this figure will decrease as more penalties are paid over time, and that this includes PCNs issued to the same vehicle on more than one occasion so is not reflective of the total number of individual vehicles that have been subject to a PCN and not paid.

3.         Of the same set of Penalty Charge Notices, how many have been appealed?

On receipt of a PCN a motorist has a right to challenge it by submitting a representation to us. If the representation is accepted the penalty is cancelled or reissued. If it is rejected the penalty remains open and a further right of appeal to London Tribunals is granted. When a representation is received and considered, a request for further evidence may be made and the PCN will remain frozen while the information requested is provided. This process can take up to three months, meaning it can be some time before an accurate figure of PCNs paid can be recorded.
 
As of 26 March 2024 147,776, representations and 5,594 appeals have been received.
