Please release details of all appeals against congestion charge fines which were successful as the fine had been incorrectly issued to a user who had in fact paid the congestion charge fee at the correct time. Please break the figures down into number of successful such appeals per month for the last five calendar years.

Thank you for your request which we received on 1 March 2024, asking for information about appeals against Congestion Charge fines.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
Unfortunately, we do not hold the information you have requested. In order to challenge a penalty charge notice (PCN), the recipient must first contact TfL and make a representation. If the representation is accepted the penalty is cancelled. If it is rejected the motorist is offered a further right of appeal to an Independent Adjudicator and London Tribunals.
A Congestion Charge PCN will only be issued if we have not received a Congestion Charge payment for the correct vehicle registration and date of travel. If a motorist has paid the charge correctly, a PCN will not be issued. Therefore, we do not hold information on representations which have been accepted in instances when the correct charge has been paid.
