May I have the number of total fines and monetary amount for each London Borough for each month in 2023?
Could I have the number of ULEZ violations and total fines since the ULEZ expansion on August 29th 2023 in each Borough?

Our Ref: FOI-4428-2324 Thank you for your request received on 5 March 2024 asking for information about the Ultra Low Emission Zone (ULEZ). Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold some of the information you require. The ULEZ was expanded on 29 August 2023 to cover all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices (WNs) were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, Penalty Charge Notices (PCNs) have been issued for contraventions. Please find below a table showing data for PCNs issued and payments made towards those PCNs, and the number of charges purchased and income from those charges from 1 January 2023 to 29 February 2024.
Please note that PCN income will increase as more PCNs are paid over time. If a customer is served with a penalty charge notice they have 28 days to either pay the fine or challenge it. Any net revenue raised through the ULEZ is reinvested back into running and improving London’s public transport network. The ULEZ is projected to stop making a surplus by 2026/2027 as compliance levels continue to increase.
When a vehicle is driven in the ULEZ its registration can be captured by numerous different cameras as it moves through the zone and the best quality image is used for issuing the PCN, if required. The system retains the clearest image for use when issuing a PCN that in no way indicates the journey or route the vehicle took. While we record the camera which took the image and the street name, we do not record which London borough it is in. Therefore, we are unable to provide this information by borough.
