You asked

My name is Theodore Jemmott, a civil engineering student from the University of Bristol conducting research on bicycle sharing schemes within the United Kingdom. I would like to request any data you have regarding the number of incidents, accidents, reports (misplaced, damaged bicycles) or removals of bicycles belonging to the bicycle sharing scheme in your council area. The bicycle sharing scheme operating within your council area is: Santander Cycles. Santander Cycles has been operating since approximately July 2010. Thank you for your email received by us on 02 February 2018 asking for information about Santander Cycle Scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:

“I would like to request any data you have regarding the number of incidents, accidents, reports (misplaced, damaged bicycles) or removals of bicycles belonging to the bicycle sharing scheme in your council area. The bicycle sharing scheme operating within your council area is: Santander Cycles. Santander Cycles has been operating since approximately July 2010.”

Firstly to advise, our Santander Cycle Hire scheme has more than 11,500 bikes at over 750 docking stations across London rather than just one council.

Please find the attached spreadsheets for reported accidents. Please be advised that we are only able to provide this data from 2015 onwards as to go back further than this would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.  Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

Unfortunately we are unable to advise whether the incidents occurred in the hours of darkness as we do not hold this information however, the accident times have been included which should assist you.

With regard to your request for data explaining incidents, reports (misplaced, damaged bicycles) or removals of bicycles, please see the table below showing the numbers of cycles decommissioned due to being broken, lost or stolen.

  • Broken bikes are those which are beyond economical repair, although parts are often used to repair others.

  • Lost bikes are those which have not been docked for at least 14 days since hire; this can happen if a bike is incorrectly docked or is taken or abandoned by the user. The bike must have been missing for 3 months or more before it is considered for replacement.

  • Stolen bikes are those which have been reported as stolen and remain missing. Around two thirds of all lost and stolen bikes are eventually recovered.

This data is accurate up until July 2017.
