I am seeking information on the traffic lights and traffic enforcement camera located on the Eastern Avenue West at the junction of Mawney Road, Romford, Essex (as shown in the attached pictures and travelling in the direction shown in the 3rd attachment). 1. Can you please send me the calibration certificate for the camera enforcement equipment which photographs drivers going past the stop sign when the traffic light becomes red? 2. Can you please tell the time taken (in seconds) in which the traffic lights turn from: A. Red to Red/Amber? B. Red/Amber to Green? C. Green to Amber? D. Amber to Red? 3. Does the phase times in question 2 change depending on the time of day? If so, please provide this information. Thank you in advance.

Thank you for your request received by Transport for London (TfL) on 23 February 2024 asking for information about Eastern Avenue Junction Mawney Road traffic lights/camera information.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Your questions and our replies are as follows:

I am seeking information on the traffic lights and traffic enforcement camera located on the Eastern Avenue West at the junction of Mawney Road, Romford, Essex (as shown in the attached pictures and travelling in the direction shown in the 3rd attachment).
 
  1. Can you please send me the calibration certificate for the camera enforcement equipment which photographs drivers going past the stop sign when the traffic light becomes red?

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.


2. Can you please tell the time taken (in seconds) in which the traffic lights turn from:
 
  1. Red to Red/Amber?

SCOOT carriageway detection captures the traffic flow passing over it. The system will change the timings based on traffic demand. The time it takes for the signals to cycle round to the beginning again (cycle time) will vary depending on the traffic demand. The traffic signals operate a cycle time as low as 88 seconds and as high as 112 seconds.  For each period, the cycle times are:

0600-1000 AM = 112sec Cycle time
1000-1500 OFFPEAK = 96-112secs Cycle time
1500- 2000 PM = 112sec Cycle time
2000-0600 OVERNIGHT = 88-96 secs Cycle time
 
  1. Red/Amber to Green?

This period is a fixed period of 2 seconds. This is a fixed time period set by legislation applicable to the whole of the United Kingdom, from which it is not possible to deviate.  

C. Green to Amber?

This period is a variable period which has an absolute minimum of 7 seconds, however in practice this is never experienced. The green time on the A12 straight ahead approaches will vary between a minimum of 30 seconds when the cycle time is low (at 88 seconds) and a maximum of approximately 50 seconds when the cycle time is high (at 112 seconds).
 
  1. Amber to Red?

This period is a fixed period of 3 seconds. This is a fixed time period set by legislation applicable to the whole of the United Kingdom, from which it is not possible to deviate.

3. Does the phase times in question 2 change depending on the time of day? If so, please provide this information.
