Ethnicity of PH drivers guilty of sexual assault

You asked

I am requesting a breakdown of the ethnicity group of every TFL licensed PH driver who was found guilty of a sexual assault in the year 2016 - 2017

Thank you for your request received by Transport for London (TfL) on 31 January 2018 asking for information about Private Hire drivers.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.  

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees Regulations 2004).

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described

We do not report specifically on the data you have requested and so providing this information would require us to manually review driver files of revocations that occurred and then cross reference them against multiple other records, including data supplied to us by the police, to determine both the ethnicity, if supplied, and whether or not a driver was subsequently found guilty.

We would need to review records across at least two years because it may be the case that a driver was suspended or revoked in the 2015/16 financial year but was found guilty of any such criminal offence in 2016/17 and so the time required to review the records, cross reference this with other data, and then compile the requested information would exceed the cost limit.

To help bring your request within the cost limit, you may wish to focus your request specifically on drivers revoked in 2016/17, rather than those convicted, which is less likely to raise concerns about the time required to locate and collate the information.
