You asked

Thank you for your letter dated 4/12/23. Referring to the first sentence of the last paragraph this seems to say that your vehicle checker is a 'waste of time' as it is not accurate and indicates that vehicles that should be exempt are liable for ULEZ charges. Under Freedom of Information please tell me the following: 1 - Has any of the ULEZ system been contracted out and if so which parts? 2 - How often is vehicles information for the ULEZ system updated? Thank you for letter of 15th February 2024 (received by Transport for London (TfL) on 20th February 2024) asking for information about the ULEZ scheme.

Your request has been considered under the terms of the Freedom of Information Act and our information access policy.

Specifically you asked the following:

“1 - Has any of the ULEZ system been contracted out and if so which parts?
2 - How often is vehicles information for the ULEZ system updated?”

I can confirm that we hold the information you require.

In answer to Question1, the administration of the ULEZ scheme is contracted to Capita. Further details can be found online here:

The contract covers Business operations including IT and other services described below, to support its current road user charging schemes (including Congestion Charging) and potential future road and infrastructure charging schemes. LOT 1 - Business Operations. This will include the detailed design, construction, configuration, integration, testing and implementation of a scalable Business Operations IT system(s), on-going continuous operation, and support and maintenance of the system(s) constructed. Data quality analysis, data migration, integration testing and proving will be required, together with working with other Economic Operators. The Service Provider will provide and operate support services to include: a contact centre that will manage customer accounts, providing a number of channels for customer communications, charge payment processing, discount processing, event and returns processing, enquiry and complaint handling and financial accounting. These and other related support services will relate to road and infrastructure user charging schemes (including Congestion Charging) and any other relevant charging schemes.

In answer to your second question, regular updates to our compliance database are carried out approximately every four weeks. Furthermore, ad hoc updates can be made daily when vehicle owners send evidence of a compliant vehicle that is showing as non-compliant.
