I'm writing to request information under the Freedom of Information request. I would like to know with regards to the North South Cycle Superhighway consultation:
• What were the different factors considered when deciding to move the existing West to East 55 and 243 bus stop from the existing Clerkenwell Road location?
• What weighting was given to each factor when making a decision?
• What are the alternative options that were considered for the bus stop?
• What scores did the preferred option result in versus the alternative option?
• What local businesses or residents were consulted about this change? What was their feedback?
• What experts were consulted about this change? What was their feedback?
• Which members of Camden Council were involved in the decision?
• Which members of TFL were involved in the decision?
• On 19 January, your email refers to a number of options being considered to address my concerns. What options were considered? What was the relative strength and weakness of these options?

Thank you for your request received on 30 January 2018 asking for further information about the North-South Cycle Superhighway (CS6) Consultation. I apologise for the delay in my response.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
• What were the different factors considered when deciding to move the existing West to East 55 and 243 bus stop from the existing Clerkenwell Road location?
• What weighting was given to each factor when making a decision?
• What are the alternative options that were considered for the bus stop?
• What scores did the preferred option result in versus the alternative option?
The design of the North-South Cycle Superhighway (CS6) has taken place over a number of years. During this time the designers took into account various factors throughout the design process. These include but are not limited to national and local standards and guidelines, existing conditions such as traffic flows, collision data, highway widths, kerbside activity and access requirements, feedback from stakeholders including via public consultation. Throughout the design process the designers sought to balance the various requirements of all road users and local stakeholders.
Alternative options for the location of the bus stop included retaining it in it’s current position, removing the bus stop altogether, relocating it to alternative positions and relocating other bus stops. No weighting has been attributed to the numerous factors taken into account throughout the design process and the options were not scored.
The identification of the impacts has broadly relied on qualitative data and the exercise of professional judgement to determine the relative significance and severity or scale of the impacts. TfL has taken into account all of the above quantitative and qualitative factors and has exercised our professional judgement to determine and finalise the CS6 design that is currently being implemented.

As stated above, a list of the stakeholders consulted is provided in the consultation report. These stakeholders were contacted because of their role in the local area or because of their specific views, good or bad, regarding the delivery of the cycle superhighway. The report summarises their responses.
• Which members of Camden Council were involved in the decision?

• Which members of TFL were involved in the decision?
Following a public consultation the Cycle Superhighway Team within our Surface directorate submitted the Cycle Superhighway proposals to the Board. The paper submitted to the Board is available on our website: http://content.tfl.gov.uk/board-20150204-part-1-item-07a-propose-csh-scheme.pdf.
• On 19 January, your email refers to a number of options being considered to address my concerns. What options were considered? What was the relative strength and weakness of these options?
High level analysis has been conducted and the concludes that there is no alternative location for the bus stop, the following iterations have been assessed:
a) moving the bus stop north would create dis-benefits for bus users wanting to access the station and the interchange at Farringdon Road.
b) moving the north-bound bus stop north would create the same dis-benefits as a).
c) moving the north-bound bus stop south would raise safety issues because it will be too close to the junction exit
d) removing the bus stop would create dis-benefits for the current users.
e) The bus stop cannot remain where is it currently, with the introduction of the signalised crossing, road safety issues as vehicles will have to compete for space and there would be no clear visibility of the signals.
