Can you provide the following data from the extension of ULEZ into Kent, August 29, 2023 to today, February 20, 2024. • How many PCNs have been issued to cars where the registered keeper resides in Kent? • How many of those PCN's are still open? • How many of the PCN's have been paid? • How many of those PCNs have been written off? Can you please break this data down by postal code area? Thank you for your request received on 20 February 2024 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs) issued to vehicles where the registered keeper resides in Kent.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require.
 
In January 2023, TfL launched an extensive, multi-channel campaign targeting Londoners and Home Counties drivers, including in Kent, to raise awareness of the upcoming ULEZ expansion and to explain who is affected, where the expanded zone operates and how the scheme operates including hours of operations, daily charge and how to pay. The ULEZ was then expanded on 29 August 2023 to cover all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, PCNs have been issued for contraventions.
 
Please find attached the requested data. Please note that PCN figures will change as more PCNs are paid over time.
 
PCNs are issued to the registered keeper of a vehicle as held by the DVLA. This does not necessarily mean that the driver of the vehicle resides at the address to which the penalty as issued. For example many vehicles being driven in the ULEZ are on hire or lease and the driver many not be the registered keeper.
 
Please note that the figures include PCNs issued to the same vehicle on more than one occasion so are not reflective of the total number of individual vehicles that have been subject to a PCN. Any surplus received from the ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London and including services which may extend outside of the capital’s boundaries.
