Thank you for your request received by Transport for London (TfL) on 20th February 2024 asking for information about speed cameras on the A20.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1) - Explanation/ Evidence/ Discussion minutes or the conversation emails between officials regarding the implementation of the type of camera to be used instead, of the use of the other camera type that is already in use all along the rest of the A20 both east and west bound.

Answer: A fixed camera was considered, similar to those already in use along the A20 corridor. However, TfL chose an average speed solution in order to reduce vehicle speed over a longer distance; in this case the uphill south eastbound approach to the petrol station. The evidence held is as provided in a similar, recent FOI request the response to which is published on our website here:

Question 2: Instructions/ Contract + Signed report that Shows TFL's instructions via email, letter or notice to have the Met Police review the signage and approve the camera use.

Answer: As Highway Authority, TfL are responsible for installing signage, not the Metropolitan Police. We install this signage in accordance with the relevant legislation. The Met Police check this signage after it is installed and prior to any enforcement commencing. The relevant discussion with the police is attached. Note that the names of staff have been redacted under section 40(2) of the Freedom of Information Act, the exemption that protects against the unfair release of personal data.

Question 3: Evidence via signed report, that the signage used on this stretch was approved by the Met police and given in evidence to TFL ensuring the appropriate law and legislation were being followed.

Answer: See the answer to Question 2 above and the same document attached.

Question 4: Informative Evidence of the contract, to which company TFL had instructed, to fix signage along the A20 eastbound in October 2023. Also showing the type of signage TFL instructed to have fitted, quantity & specification;

Answer: Our contractors Conways installed the new signage that can be seen along the A20 corridor. Please also see the sub-folder titled “signage” provided in response to the previous FOI request cited above in response to Question 1, and also the answers to Questions 8 and 9 of that previous response.

Question 5: Reason why this type of signage was needed Via email/ statement by TFL

Answer: This new signage was needed due to a new speed limit having been put in place. See the sub-folder titled “Evidence” provided in response to the previous FOI request cited above in response to Question 1.

Question 6: Informative Evidence of the Contract, to which company TFL had instructed, to fix signage along the A20 eastbound in February 2024. Also showing the type of signage TFL instructed to have fitted, quantity & specification;
