all the reports and papers (internal or external) that give estimates of the number of vehicles to be covered by the T-charge (and revenues to be raised), along with the impact of the charge on the levels of pollution in London? In other words what was the impact expected to be by introducing this policy and will the costs outweigh the benefits.
