Thank you for your request received on 25 January 2018 asking for information about complaints made about the junction of the A3 West Hill Road (A3) with the A3205 South Circular Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

We have carried out a search for the date range 26 December 2015 to 26 December 2017 inclusive using the following keywords:

• West Hill Road
• South Circular Road
• West Hill Rd
• South Circular Rd
• A3
• A3205

We have identified a total of 522 cases (345 on our previous Customer Service system (SAP CRM) and 177 on our new recording tool (MS Dynamics), please find a copy of the complaints attached. Please note that queries regarding roads/junctions may not include the name of the roads concerned, for example they may only refer to a landmark, stop/shelter reference number or name, borough, postcode etc. Of the cases identified, it does not mean they refer specifically to the junction of West Hill Road and South Circular Road, rather they contain the keywords above. We have not identified any cases that contain both roads.

It should also be noted for approximately six months, correspondence between April 2016 and 10 October 2016 were logged on a different system called ReportIt, from which we cannot reliably extract information. The attached spreadsheet contains data during that period (from SAP CRM), however it will not cover all correspondence received.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
