FOI Request – FOI-4244-1718 iBus and Elizabeth Line/Crossrail announcements

Thank you for your email received on 23 January 2018 asking for information about audio announcements.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and TfL’s information access policy. I can confirm we hold some of the information you require.

A CD containing the iBus announcements has been sent to you in the post.

iBus
It should be noted that the iBus announcements are recorded as fragments. As a result, some announcements would not feature in full as the full announcement would just be made up of two or more fragments that have already been recorded.


 
Elizabeth Line
Please find enclosed a CD of the announcements.
The CD includes announcements that are currently used on Crossrail.
Please note that the Crossrail announcements are recorded as fragments and therefore provided in this format accordingly.

In accordance with the FOI Act, we are not obliged to supply all of the information you have requested as it is subject to statutory exemptions to the right of access to information, under Section 38(1) (b) of the Act.

In this instance the exemption has been applied to some of the announcements as disclosure of this information could adversely affect the safety and security of TfL employees and members of the general public and could cause fear and alarm if misused.

Whilst we make no suggestion that you would use this information for anything other than your own personal interest, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this information to cause disruption or harm to the London Underground or rail network. The London Underground system and rail network is an attractive target for several reasons including its importance to London and the knock on effect to the nation’s economy if it is disrupted, the publicity gained from attacking an iconic transport system and the attractiveness of the system for an  attack due to its open, mass transport nature. It is also part of the nation’s critical infrastructure by virtue of its central importance to the functioning of London and its economy.

Disclosure of information could compromise security and safety preparedness on London Underground and the rail network and would place members of the public and TfL staff at risk by highlighting areas on the network which could be susceptible to being targeted.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, safe operation of the London Underground and rail network, the welfare of staff and members of the general public, outweighs the public interest in disclosure.

Please note that while access to this material will be provided to you under the Freedom of Information Act 2000, you are not granted any rights to any of the intellectual property that exists in it or granted any permission to make secondary uses of it.

TfL owns all intellectual property (including, without limitation, copyright) in the material supplied and will defend such rights.

DLR
In regard to the DLR audio announcements for the trains and stations, we do not hold this information. The on train announcements for DLR are not held in any central repository and are not ‘recorded ‘as such. These are done digitally as needed by typing them into a system, combining previously typed announcements where necessary. It is therefore not possible to provide an audio recording, as requested. The station announcements are held on a central system but not in a form that allows them to be distributed.
