Non Compliant vehicles subsequently proven to be compliant

You asked

Since the expansion of the ULEZ zone to the circular roads please can you advise as to how many vehicles that have initially been assessed as non compliant to LEZ and ULEZ emission standards that have subsequently been proven to be compliant with a breakdown of fuel type, reason (private plate, certificate of conformity? vehicle class etc. Please also advise as to what has been set in place to stop this reoccurring.

Thank you for your request which we received on 9 February 2024, asking for information about vehicles compliance with the LEZ& ULEZ schemes.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  You asked:

Unfortunately, we don’t hold the information you’re looking for. We only retain the latest record for each vehicle so cannot determine the number of vehicle records that have been updated from non-compliant to compliant. We also do not record the reason why the compliance status of a vehicle is changed or updated.
 
In order to establish if a vehicle is compliant with the ULEZ or LEZ emissions standards, we predominantly use vehicle data provided by the Driver and Vehicle Licensing Agency (DVLA). However, the DVLA data isn’t always adequate to allow us to confirm compliance. We therefore supplement the data we receive from the DVLA with additional information from the Vehicle Certification Agency (VCA), and from some vehicle manufacturers. 
  
Because there is no national requirement for vehicle emissions data to be recorded, we may still be unable to establish the compliance status for all vehicles. To address this, we have set up a registration process. This allows vehicle owners to contact us and provide evidence that their vehicle is compliant. On receipt of this evidence, we update our records and mark the vehicle as compliant. If someone has received one or more Penalty Charge Notices (PCNs) but subsequently provides evidence that their vehicle is compliant, their PCNs are then cancelled.
 
When we update the status of a vehicle from non-compliant to compliant, we do not retain the level of detail that you requested. We only retain the latest record so cannot determine whether a record has been updated from non-compliant to compliant. The reason why the compliance of a vehicle is changed/updated is also not recorded.
 
We therefore do not hold the information requested.
