You asked

Following on from your email dated 16th Jan. I have looked at the figures you gave for non-compliant vehicles entering the whole of the expanded zone on an average day along with the claim of a 5% reduction of vehicles in the zone on an average day overall. If these figures are true how did TFL make an EXTRA £23.6 million in its first month alone ? From a FOI request made by the RAC in 2023 700,000 car drivers in London could have been liable to pay the £12.50 ULEZ charge. Could you tell me what that figure is now ? And how many people used TFL’s scrappage scheme to scrap their non-compliant vehicles ? Have TFL got the final cost of implementing the expansion ? A You Gov poll found 51% of Londoners were opposed to Khan’s expansion yet he still persevered with it . How is that democracy at work ? And finally , the ASA have determined TFL misled the public through a series of adverts over the levels of pollution in the ULEZ. The assertions given by TFL to the listening public were not figures of measurements taken before and after the implementation of the new expansion scheme. Why was the public given false information ? All the above just goes to prove what I and the vast majority of Londoners have always suspected and this scheme was introduced for the sole purpose of generating funds for the coffers of TFL ! Shame on Khan and his cronies ! Appalling !

Thank you for your request received by Transport for London (TfL) on 8 February 2024 asking for information about the Ultra Low Emission Zone (ULEZ) expansion.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require.
 
The RAC figure provided is based on Driver and Vehicle Licensing Agency (DVLA) data. The postcode area information within the DVLA record includes large areas outside the boundary of the London-wide ULEZ. It does not reflect vehicles being driven in the zone each day.
 
The latest ULEZ compliance data shows that 95 per cent of vehicles seen driving in London on an average day are compliant with the ULEZ standards. The latest ULEZ Scrappage Scheme factsheet shows that 49,361 non-compliant cars, motorcycles, vans, and minibuses have been scrapped through the ULEZ Scrappage Scheme. This factsheet is available on our website here: https://content.tfl.gov.uk/scrappage-scheme-factsheet-feb2024.pdf.
 
The estimated costs to deliver the expanded London-wide ULEZ are expected to be in the range of £145-155m. This includes the estimated costs of signage, detection and enforcement infrastructure, marketing, project overheads and risk. Final accounting (and therefore an estimated final cost) is not expected until 2024/25. Any surplus received from the ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London.
 
The ASA did not challenge the science. Its ruling centred around a minor technical point in some ads. We will take this into account when drafting the wording and referencing in any future adverts. Scientific analysis based on modelled scenarios and estimates is standard practice in the scientific community and central government.
