You asked

Follow on from: 3614-1920 Many thanks for your reply. As TfL is providing the money for this study, even if it is LBHF that is leading, there must be a formal written record of budget approval from the Mayor or from TfL, because otherwise, there would be malpractice as regards corporate governance. Furthermore, it would be surprising for there not to be any oversight of how TfL’s money is spent. Therefore, please can you provide all notes and minutes which record the authorising and oversight of this money?

 Thank you for your request received by Transport for London (TfL) on 18 March 2020 asking for information about cycling and a feasibility study looking at a cycle track alongside the A4. I apologise for the delay in replying. 

 Your request has been considered under the terms of the Environmental Information Regulations (EIRs)and our information access policy. You asked for all notes and minutes which record the authorising and oversight of the funding agreed to be provided to LB Hammersmith & Fulham for the feasibility study into cycling provision along/alongside the A4. 

 Currently the only recorded information we hold in relation to your request are emails between Heidi Alexander and Stephen Cowan, which Will Norman, Walking and Cycling Commissioner was copied into, and which were released under an FOI request to the GLA.  Although agreed in principle between the Deputy Mayor for Transport and the Leader of LB Hammersmith & Fulham, formal governance, oversight and outputs of the borough led study has not yet been finalised. LB Hammersmith & Fulham have not yet required draw down of the available financial support as primary focus has been on cabinet approval of the cycle route and then the Resident’s Commission as requested by the Leader. 

 Prior to any financial draw down by LB Hammersmith & Fulham, the above will be agreed and approved. 

 Please note the Government has announced a series of measures to tackle the Coronavirus. It is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to.  

In current circumstances, we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.
