Crossrail2 - 2012 Mott MacDonald Engineering Feasibility Study

Request ID: FOI-3890-1920
Date published: 15 April 2020

You asked

You have previously supplied me with a partially redacted copy of the 2014 Mott MacDonald Engineering Feasibility Study for Wimbledon Station and Dundonald Yard under FOIR 3074-1920. May I please see the information that relates to the other options considered? I would like a copy of the 2012 Mott MacDonald Engineering Feasibility Study for the regional scheme for Wimbledon Station and Dundonald Yard for the preferred route and any options considered. On the 22nd Feb 2019 in replying to FOIR 2915-1819, TfL stated (emphasis mine): “The reason that we would need this extra land at Merton Hall Road is to enable us to build the extra tracks and dive-under beneath the South West Mainline and Thameslink tracks, as previously proposed, but reflecting the feedback received during the route-wide public consultation in Autumn 2015. This feedback required the Crossrail 2 project team to re-visit the scheme design for Wimbledon station, including a reassessment of the land needed between Wimbledon and Lower Downs Road. As a result of this technical work, we have proposed to include 2 Merton Hall Road within any future updated safeguarding directions. This will enable us to construct the railway while keeping the impact to the operational South West Mainline and Thameslink services to a minimum.” What is the technical work referred to and may I have a copy?

Our Ref:         FOI-3890-1920 / FOI-3909-1920

Thank you for your request received on 13 and 20 March 2020 asking for information about Crossrail2.

Your request has been considered in accordance with the requirements of Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require.

Please find attached the pages of the 2014 Engineering Feasibility Study regarding the alternative layout for a portal in the Wimbledon area. Please also find attached the pages that relate to Wimbledon station and Dundonald Yard from the 2012 Engineering Feasibility Study.

With regards to the technical work we referenced in FOI-2915-1819, this is the same work that we provided some information about in response to your request FOI-3074-1920. As a result, regulation 12(5)(e) of the Environmental Information Regulations – Confidentiality of commercial or industrial information – is engaged due to the fact that the detailed information contained in the report relates to a much wider area of land in Wimbledon beyond just Merton Hall Road and your property.

Again, the exception has been applied as disclosure of the information you have requested is commercially sensitive and disclosure would prejudice the commercial interests of Crossrail 2. The report contains proposed revisions to the 2015 Safeguarding Directions. These proposed revisions, which are continually evolving until the Secretary of State for Transport gives full approval, would provide advance information directly affecting a number of properties in the Wimbledon area. These properties could be the subject of future acquisitions, if the necessary powers are confirmed by the Government for the future delivery of Crossrail 2.

The attached documents contain our full reasoning behind the use of this exception and the public interest arguments considered. As you are aware, this reasoning has been considered and accepted previously by both the Information Commissioner and an Information Tribunal. To confirm, our position has not changed.

If this is not the information you are looking for, or if you are unable to access it for some reason, please feel free to contact me.

Please note, the Government has announced a series of measures to tackle the coronavirus. It is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to.

In current circumstances, we are not able to answer requests readily and we ask that you please do not make a request to us at present.

Answering requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
