You asked

Under the provisions of the Freedom of Information Act, I would like TfL to release information relating to the failure of train 9H54 which occurred on the westbound Elizabeth Line during the morning peak of 22nd January 2024 at Farringdon Station. This FOI request should be treated in the same way as my previous similar request, FOI-0313-2324. Please would you release: - The Significant Performance Incident Review (SPIR) document arising from this incident, including lessons learned and the control log. - The Customer Experience review of the incident, detailing the actions undertaken by staff to assist customers, including sufficiently redacted Teams chats as necessary. - Any emails between TfL / MTR Crossrail / Elizabeth Line staff which discuss the incident in question. I understand that section 40(2) of the Freedom of Information Act means that redaction of personal data will be required, and I understand that redaction may also be necessary due to other exemptions made by the Act. I believe that limiting my request to the above areas should result in the cost and time to fulfill this request meeting the reasonableness bars set by the Act.

Thank you for your request received on 29 January 2024 asking for information about the Elizabeth line train failure at Farringdon on Monday 22 January 2024.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.
 
Please find the requested information attached. In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
 
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
 
We apologise to customers who were delayed on the Elizabeth line due to a significant train fault at Farringdon station. We have been working with the operator MTR-Elizabeth line and other operators who run on shared infrastructure to put processes in place to ensure customers are detrained as a priority and support is provided for customers on faulty trains.
