You asked

On Cromwell Road , SW7 , stands a 27-storey hotel building that is shortly to undergo total inside and outside refurbishment . It is located beside the red-routed Cromwell Road and above the Piccadilly/District Lines West of Gloucester Road Station . 1. As the structure will be totally covered in scaffolding for the duration of the works , what kind of licence/permit would be required from TFL ? 2. How long would such a licence be valid for ? 3. Are there special requirements re large scaffolding and works over deep underground lines ? 4. Bearing in mind the large number of vehicles delivering/picking up materials , what extra traffic-easing measures would TFL require ? 5. If the land between the border of the public footpath and the current garden retaining wall alongside Cromwell Road was intended to become part of an enlarged garden area , would this require agreement from TFL ? 6. Have any of the above licences/permits already been applied for ? 7. Have any such licences/permits already been granted ? 8. Would there be any TFL consultation with local residents , who have legal co-user rights to the garden space surrounding the hotel structure ?

Unfortunately, we do not hold the information you have requested. We haven’t received any applications for highway licences for Cheval Gloucester Park, above Gloucester Road station, on Cromwell Road. Therefore, I’m unable to answer your questions at this time.
