As you (TFL) have appointed the London & Surrey Cycling Partnership to manage and run the Prudential RideLondon event on your behalf, I would ask for you to provide me with the following information: Relevant sections of the contract, memorandum of understanding and/or other formal agreement(s) between Transport for London and Prudential London Marathon/Prudential RideLondon, that lays out any expectation that Transport for London places upon Prudential London Marathon/Prudential RideLondon in terms of: 1) Any stipulated participant participation ratios/targets, whatever the origin of these. 2) What expectation, explicit or implied, might be placed (upon Prudential London Marathon/Prudential RideLondon) to ensure that no individual with protected characteristics (as described by the Equality Act 2010) is discriminated against within the application and acceptance process.

Thank you for your request received on 6 March 2020 asking for information about our agreement with the London and Surrey Cycling Partnership (LSCP).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

In 2013, we entered into an agreement with a delivery partner, LSCP to run the annual RideLondon cycle event. Prudential is not part of LSCP and is the current event sponsor and has been since the event’s inception.

You asked for:

Relevant sections of the contract, memorandum of understanding and/or other formal agreement(s) between Transport for London and Prudential London Marathon/Prudential RideLondon, that lays out any expectation that Transport for London places upon Prudential London Marathon/Prudential RideLondon in terms of:

1. Any stipulated participant participation ratios/targets, whatever the origin of these.

The following forms part of the ‘event objectives’ section of the contract which both parties (LSCP and TfL) aim to achieve:

2.6 Events with appeal to Event Participants:

a. Registrations are maximised
b. Entry policies to key audiences are fair and controlled and to include:
1. Residents of London and Surrey
2.International Event Participants
3. VIPS
4. Women
5. Inactive people
6. Schools
7. British Cycling members
8.Corporate/workplace challenges
….. d. Event parts are fuelled by developing year round grass roots programmes that cross promote the Event, specially the Fun Ride (FreeCycle) and drive sustained participating in cycling. Target audiences being new and lapsed cyclists.

2. What expectation, explicit or implied, might be placed (upon Prudential London Marathon/Prudential RideLondon) to ensure that no individual with protected characteristics (as described by the Equality Act 2010) is discriminated against within the application and acceptance process.

As part of our agreement, our delivery partner has responsibility for delivery of the event in line with our strategic objectives. These strategic objectives are set out, though are not limited to, the contract we signed in 2013 with LSCP - see below:

The overall objectives for the Event are to create a new annual, financially self-sustaining world-class cycling event which:

A. Creates large-scale engagement from participants, spectators and media;
B. Generates sustainable, long-term economic benefits;
C. Encourages more cycling in London and the UK; and
D. Establishes a significant legacy from the 2012 Olympic and Paralympic Games

We work in partnership with LSCP and as the event evolves and grows and now has become better established, we collaborate, as set out in the contract, to look at how we can better meet the event objectives as well as to evolve and grow them. Looking at how to make the event as inclusive as possible is an example of this.

Last year, LSCP worked with Bikeworks, Wheels for Wellbeing and Tomcat to identify and implement ways to attract more disabled people to the Event with the following results:

• As part of the FreeCycle event, there was an Inclusive Cycling Hub at Temple, with adaptive bikes available to use and take out on a led ride. More than 100 disabled cyclists used the Hub.
• At the challenge ride events, RideLondon-Surrey 100/46/19
o 100 – two hand-cyclists, and 6 deaf riders
o 46 – 27 hand-cyclists, 12 trikes, 8 adaptive bikes, 2 deaf riders and 1 bike pulling a buggy
o 19 - 4 hand-cyclists, 15 adaptive bikes and 1 bike pulling a buggy
o Personalised support from entry through to event day
o Parking provided close to the start, easy access to the start line, transported day chairs, limbs and bags to the finish
o Early exit at the finish line and transport back to the start provided
• LSCP has also implemented marcomms campaign activity to raise awareness of the inclusivity of the event and to help attract disabled people to the event
