1) How many times has TfL refunded people after they were charged for driving within the ULEZ zone? Please provide the total number of times people were refunded for the whole of last year (2023) and so far this year (2024). Please also provide the number of refunds given in 2022 and 2021. Please also make clear how much, in pounds and pence, the total number of refunds given in each year were worth.
2) Please separately detail how many times a refund was given, and the total these refunds amounted to in pounds and pence, due to an error being made by TfL where it thought that the vehicle was not ULEZ compliant when in fact it was ULEZ compliant. Again, please detail the number of times this has happened for each of the time periods set out in question 1.

Thank you for your request received on 23 January 2024 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notice (PCNs) refunds.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy.
1. How many times has TfL refunded people after they were charged for driving within the ULEZ zone? Please provide the total number of times people were refunded for the whole of last year (2023) and so far this year (2024). Please also provide the number of refunds given in 2022 and 2021. Please also make clear how much, in pounds and pence, the total number of refunds given in each year were worth.
We do not hold this information. AutoPay refunds can either be done as individual charge refunds or as account adjustments. We do not record whether it is an account adjustment so are unable to separate this from actual charge refunds.
2. Please separately detail how many times a refund was given, and the total these refunds amounted to in pounds and pence, due to an error being made by TfL where it thought that the vehicle was not ULEZ compliant when in fact it was ULEZ compliant. Again, please detail the number of times this has happened for each of the time periods set out in question 1.
