Silvertown Tunnel northern portal detailed highway designs

Follow-up to FOI-3333-2324: Dear Transport for London, Thank you for your response. I remain unclear on one aspect of my request, specifically: > If they exist, please also provide any assessments for these designs under TfL's London Cycling Design Standards, or the Cycling Level of Service Tool in Local Transport Note 1/20. If these designs have not been assessed under these criteria, please explain why not. In the documents you provided, ST150030-ARU-FAE-17-ZZ-RPT-LA-0001_Ver3_Redacted.pdf, the Landscape Report, does discuss LCDS and LTN 1/20 in broad detail, in reference to five junctions (it discusses changes made to the design of one of these junctions only to bring it in line with guidance around cyclist priority.) However, it does not contain the full results of any actual assessment of the scheme under the Cycling Level of Service. What I would expect to see is a completed CLoS assessment - that is, the table in LCDS chapter 2 or LTN 1/20 Appendix A, with aspects of the scheme rated on each metric, and a final score along with any noted 'critical fail' elements. Does such a full assessment exist? If so, may I please see it?

Thank you for your further request received by Transport for London (TfL) on 19th January 2024 asking for information about the Silvertown Tunnel project.

A Transport Assessment containing a ‘Cycle Level of Service (CLoS) style methodology’ was undertaken by the project (Appendix H of the Transport Assessment). This pre-dated the LCDS CLoS Assessment and is not therefore in exactly the same format - however, it has been undertaken correctly to identify existing issues and potential improvements at the project planning / preliminary design stage. Junction assessment diagrams are included within the assessment.

TfL are committed to the Mayor’s Healthy Streets approach and follow the Healthy Street Check for Designers approach. This tool is used to assess whether a project’s proposed changes are improvements to the existing street conditions in line with the Healthy Streets approach.

Further assessments are expected to be conducted during the project lifecycle.
