Thank you for your request received by Transport for London (TfL) on 16th January 2024 asking for information about the ULEZ scheme.

Your request has been considered under the terms of the Environmental Information Regulations (EIRs) and our information access policy.

Note that the ULEZ was expanded on 29 August 2023 across all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, Penalty Charge Notices have been issued for contraventions when we establish that a non-compliant vehicle has been driven in the ULEZ, and no charge has been paid.

On receipt of a penalty a motorist has the right to challenge it by submitting a representation to us. If this is accepted the penalty is cancelled. If rejected the penalty remains payable and a further right of appeal to an independent adjudicator at London Tribunals is granted.

Payments for our road user charging schemes should only be made through the official Transport for London website.  TfL has no association with third party organisations that process charges, and we work proactively with search engine companies such as Google, as well as with Advertising Standards and Trading Standards, to remove them entirely from the internet. We advise drivers who have been impacted by overcharging by a third party site to contact Trading Standards.

Turning to your specific questions, these are addressed in turn below:

Question A:   The number of penalty charge notices sent where the recipient responded to say payment of the ULEZ charge had been made but Transport for London have no record of receiving the payment.

Answer: We do not record this information. While we do record reason for a representation, we do not specifically record cases where a representation is made and we do not have any record of receiving the payment.  
Most representations around payments relate to instances where we do have a record of a payment, but it has been made for the incorrect date or travel or the incorrect vehicle registration.

Question B:    The number of penalty charge notices sent where the recipient responded to say payment of the ULEZ charge had been made but payment was made to a 'scam' website or other third party website.

Answer: Between 1 January 2022 until 31 December 2023 inclusive, we issued 3,607,949 PCNs.

We received 10,045 representations where the recipient stated they had paid via a third party website.

Question C   The total number of times a penalty has beet") waived or other discretion applied in the scenarios set out in A & B above.

And;

Question D:   The total number of times the recipients of penalty charge notices in scenario A and/or B have appealed to the Road User Charging Adjudicators.

And;

Question E    The total value in GBP of penalty charges received ·by Transport for London in the scenarios set out in A and B above.

Answer: As outlined above we do not record representations on the grounds where we do not have a record of a payment.

Of the 10,0455 representations on the grounds of payments to a third party site; 5,734 were accepted. Following the representations 572 appeals were made to London Tribunals following payment through a third party site.

We have received £395,883.66 in payments towards these PCNs.  

Question F: Please provide the above information in total and by month for the years 2022 and 2023.

Answer: The attached spreadsheet breaks this data down monthly.

Question G: Please also provide the total number of penalty charge noticed issued by Transport for London and the total value in GBP or penalty charges received by Transport for London, in total and by month.”

Answer: Please see the table below which details the number of PCNs issued and the amount paid. We do not specifically record net and gross income for PCN payments. Please note that PCN income will increase as more PCNs are paid over time.
