You asked

All and any copies of any illustrations/graphics/computer generated images/artists' impressions/concept designs that TfL holds with regards to the proposed upgrade to Leyton Station. These could include images that do not depict the station as it is likely to appear, rather early explorations or ideas or possibilities.

Thank you for your request received on 17 January 2024 asking for information about the planned changes to Leyton Station.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require.

Please find attached the current designs for Leyton Station. Please note that the design is not finalised and so is still subject to change.

The plan to upgrade Leyton Station has been in development for around a decade, therefore sourcing all and any copies of any illustrations/graphics/computer generated images/artists' impressions/concept designs would take a significant amount of time and resource. Given the time it would take, and as we cannot be certain that we will be able to locate everything requested, we are applying Regulation 12(4)(b) to the remainder of the request as we believe to provide this information would be ‘manifestly unreasonable’.

To help bring down the time taken to respond to your request, you may wish to consider narrowing its scope further. Alternatively, our Press team could provide you with a run through of the project.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of the requested information would promote accountability and transparency in public services and may help address your particular concerns. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.

We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking.
