Thank you for your request received by Transport for London (TfL) on 11th February 2025 – as clarified on 17th February 2025 – asking for information about the database of addresses TfL uses for Road User Charging schemes and traffic enforcement.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“1. How often is TFL required by Law to update their address data base from the Land Registry Office?
2. When was the last update from the Land Registry Office?”.
This was clarified as follows:
“The database on the payment page of TFL. My address is not recognised on the TFL system via it's postcode & I don't receive PCN from TFL as a result, because the system at TFL is automated when the postcode from the registration of the vehicle is collected it only shows the address attached to the postcode & shows as the old address for that postcode. The building no longer exists with the postcode hence the non receipt of PCN from TFL.
My understanding from Government legislation is that Government databases should be updated every 2 years.”
TfL does not use information from the Land Registry Office for issuing Penalty Charge Notices (PCNs). Rather, we use information from the DVLA (Driver and Vehicle Licensing Agency), and this database is refreshed with new updated DVLA data every month.
