You asked

Please, could we have the number of Private Hire Vehicles that have paid the congestion charge in London each day since 8 April 2019, when the exemption for them was removed? Also, please, could we have the numbers for public transport patronage (especially bus, train and underground in London) for the period 1 January to 31 December 2019? Finally, please, could we have average speeds by time of day during weekdays in central, inner and greater London for the period 1 January to 31 December 2019? Thank you for your email received by Transport for London (TfL) on 26 February 2020.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

Please, could we have the number of Private Hire Vehicles that have paid the congestion charge in London each day since 8 April 2019, when the exemption for them was removed?

The attached spreadsheet shows the number of licensed private hire vehicles for which the Congestion Charge has been purchased on a daily basis between 8 April 2019 and 28 February 2020.

Also, please, could we have the numbers for public transport patronage (especially bus, train and underground in London) for the period 1 January to 31 December 2019?

This information is accessible via the Travel in London report on the TfL website, available at http://content.tfl.gov.uk/travel-in-london-report-12.pdf

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

Finally, please, could we have average speeds by time of day during weekdays in central, inner and greater London for the period 1 January to 31 December 2019?

We have recently brought in lower speed limits across the central London TfL road network to 20mph in a move to reduce road danger across the capital.

Please find the attached graph of average speeds in kph by time of day in central, inner, and outer London for 2019.

Please note the Government has announced a series of measures to tackle the Coronavirus. It is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to.

In current circumstances, we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.
