Dear Sir / Madam Under the Freedom of Information Act 2000, I am requesting the following information related to successful appeals against Ultra Low Emission Zone (ULEZ) fines Could you please tell me: 1) How many fines have been issued for ULEZ infringements since the restrictions came into force? 2) How many fines have been successfully appealed since the restrictions came into force? 3) How many of those successful appeals were granted because the vehicle turned out to be ULEZ compliant? 4) If possible, how many individual vehicles / registrations (both compliant and non-compliant) have been recorded as entering the ULEZ since the restrictions came into force? Please can the information be provided by email. Should the data already be available, please could you provide me with URL links to the information. That would be very much appreciated. Thank you for your request received by Transport for London (TfL) on 21 February 2020 asking for information about ULEZ. 

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. 

 

1) How many fines have been issued for ULEZ infringements since the restrictions came into force? 

 

As the ULEZ scheme was new, between 8 April and 10 May 2019 we issued warning notices rather than Penalty Charge Notices (PCNs). As of 23 February 2020 the number of PCNs issued is 558,332.  

 

2) How many fines have been successfully appealed since the restrictions came into force? 

 

In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals.  

 

Between 10 May 2019 and 23 February 2020 we have received 85,622 representations against the PCNs issued. Of these 32,920 have been rejected, 40,999 have been accepted and 11,703 are awaiting a decision. Of the 32,920 representations which were rejected 2,294 appeals have been made to London Tribunals. Of these 66 were allowed, 576 were refused, 64 were withdrawn by the appellant, 793 were non contested by TfL and 795 are awaiting a decision. 

 

3) How many of those successful appeals were granted because the vehicle turned out to be ULEZ compliant? 

We do not hold this information. Appeals are heard by London Tribunals and a register of appeals is available on their website at https://londontribunals.org.uk/  

 

4) If possible, how many individual vehicles / registrations (both compliant and non-compliant) have been recorded as entering the ULEZ since the restrictions came into force?
