Thank you for your request received on 21 February 2020 asking for information about Panthea.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

TfL has utilised the services of Panthea since 2010 to provide part time advice and guidance to develop and assist the TfL senior leadership team in modernising our organisational structure, processes, operations and customer service as part of delivering a range of improvements to transport services and major financial savings programmes.

TfL commenced a competitive tendering process in December 2018 for the provision of these and other services, including the development and support of the Executive team, going forward. This competitive procurement resulted in multiple service providers securing a place on a new zero-value framework, for a term of up to three years. The outcome of the competitive procurement was announced to successful service providers on 1 March 2019. One of these service providers is Panthea.

The outcome of this work is to support delivery of TfL’s objectives, covering safety, operations, customers, people and finances.

You asked:

(i) which members of the TfL Executive Committee have been provided with coaching services by Max Weston and/or Panthea since 2010

We do not hold a list of staff who have received coaching services since 2010. The attached invoices include information on who has received services provided by Panthea since August 2013.

(ii) the total cost to TfL with links to / copies of the relevant invoices between 2010 and the present date
(iii) whether there are currently any live contracts between TfL and Max Weston / Panthea

TfL commissioned services from Panthea on a part time basis for a period of 6 months commencing on 29 April 2019 at a reduced value of £65,250. The contract with Panthea ran from April until October 2019. There was a further contract set up with a value of £80,250 which will run until 31 March 2020.

Please find a copy of the requested invoices attached. The total paid since 2010 is £2,033,510.78 (+VAT).

In accordance with our obligations under Data Protection legislation some information has been withheld from the attached correspondence, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
