We answered

TfL Ref: FOI-3581-1819

Thank you for your email of 27th March 2019 asking for information about delays on the Jubilee Line.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

Please could I request copies of internal delay reports and associated documentation for incidents of delays on the Jubilee Line between 1st January 2019 and 27th March 2019 inclusive.”

I can confirm that we hold the requested information. However, we estimate that to provide it would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described, which equates to 18 hours work.

From 1st January 2019 to the end of March 2019 there have been 968 incidents recorded on the Jubilee Line. It is estimated that to search and download each report would take 3 minutes, meaning that for the period in question it would take over 48 hours to source the information. Furthermore, this does not include any additional information that would be captured by the “and associated documents” element of your request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking, bearing in mind the information above. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that you should identify the information that you want as clearly and concisely as you can.

Please note that we will not be taking further action unless we receive a revised request.

In the meantime, if you have any queries or would like to discuss your request, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely,

David Wells
