Can you provide me with the taxi exempt policy details, For the ulez wheelchair scrappage scheme from when the scheme first started please.

Thank you for your request which we received on 6 January 2024, asking for information about the ULEZ scrappage policy.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold the information you require.

The policy is described below.

When the scrappage scheme was launched on 30 January 2023, the car and motorcycle element of the scheme was open to London residents on certain low income or disability benefits, with the wheelchair accessible vehicle (WAV) scrap and retrofit grant options introduced to help disabled people with non-compliant vehicles prepare for the expansion of the ULEZ. Taxis were eligible for the scheme as long as they hadn’t received a payment from TfL’s Taxi Delicensing fund and the applicant met the other criteria.

On 21 August 2023, the eligibility criteria changed, and applicants no longer needed to be in receipt of a benefit to apply for the scheme. In addition, we tightened the criteria for taxis. Taxis which had previously received funding through the TfL taxi delicensing scheme remained ineligible and a further criteria was introduced. Taxis which were currently licensed or were licensed during the 12-month period prior to the launch of the scrappage scheme were no longer eligible. This was in recognition that the scrappage scheme was never intended to assist taxi licensees with the purchase of a new taxi; this was the purpose of TfL’s Taxi Delicensing Scheme. While the Taxi Delicensing scheme has now ended, taxis licensed with TfL remain exempt from ULEZ charges.
