Thank you for your request received by Transport for London (TfL) on 28th March 2023 asking for information about ULEZ income and the buses Superloop.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
I can confirm that we hold some of the information you require. Your questions are answered in turn below:
 
Question 1. Please can TfL supply a breakdown of where the £318,253,812.50 raised from ULEZ charges since April, 2019, has been spent? This FOI request https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-3145-2223 specified that it had been reinvested into the city's transport network. Where in particular please?
 
Answer: It is not possible to provide an exact breakdown of where ULEZ income has been spent over the last four years within the costs limit for responding to FOI cases, as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if the information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. The net proceeds raised from our Road User Charging schemes must be applied for purposes that directly or indirectly facilitate the implementation or any policies or proposals set out in the Mayor’s Transport Strategy.

Question 2. How much money has/has been budgeted for the planning and delivery of the Superloop bus network? Did this money come from the above ULEZ revenue?
 
Answer: The Mayor has provided an additional £6m funding for the outer London bus network. In financial year 2023/24 this will provide funding for several routes, including the X26 increases set out in the Superloop announcement, and possibly of the X183 proposal, although this is subject to consultation and other assessment before a decision is made about introduction. The budget for the rest of the Superloop, including for 2024/25, will be subject to the business planning process to be undertaken later this calendar year.
 
Question 3. How much money has been spent on purchasing signage for the expanded ULEZ?
 
Answer: The value of works completed up to 31 March 2023 to supply and install signs for the London-wide ULEZ scheme is c£5m. This includes staff time and overheads.
