Our ref: FOI-3532-1819/GH
Thank you for your request received by Transport for London (TfL) on 24 March 2019 asking for information about bus lane cameras.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
We are committed to keeping the Capital moving, working and growing and to achieve this take an intelligence-led approach to road enforcement at key locations. Our overriding focus is to keep London moving and by improving compliance we help blocked junctions and narrowed roads which can have a significant impact on all road users. Our enforcement activity is focussed at key locations at peak hours when traffic contraventions cause more congestion, longer delays and further inconvenience other road users. The TfL Road Network (TLRN) carries over a third of all London’s traffic and we enforce traffic regulations to keep traffic moving safely and efficiently for the benefit of all road users, supporting the economic life of the city.
In accordance with the FOI Act, we are not obliged to supply you with a list of locations of all bus lane cameras in Greater London as this is subject to a statutory exemption to the right of access to information under section 31(4)(a) and Section 31(4)(c).
Restrictions are put in place to assist the smooth flow of traffic on the red route, and Penalty Charge Notices, issued by bus lane cameras, help to ensure that drivers comply with these restrictions. Disclosing information which reveals the locations of our enforcement cameras would highlight the locations where we do not enforce, which would lead to a decrease in compliance with traffic restrictions at those locations. This would adversely affect the flow of traffic on the network and consequently bus journey reliability times.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance feel that balance lies in favour of withholding the information to ensure that we’re able to continue to comply with our Network Management Duty while making the best use of public funds.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
