Dear Transport for London,
I am writing to request information under the Freedom of Information Act 2000.
The TfL Conditions of Carriage currently state the following:
"Printed tickets issued for use on London Overground and Elizabeth line are issued in accordance with the National Rail Conditions of Travel unless otherwise stated. Note that break of journey is not permitted with single and return tickets on the Elizabeth line between Paddington and Abbey Wood."
My requests relate to the latter sentence, which states a Transport for London policy regarding break of journey on the Elizabeth line core.
I am asking for the following information:
1. Copies of any discussion or conversation that specifically regarded, or led to, the inclusion of that sentence in the TfL Conditions of Carriage
2. Whether any consumer complaints have been made regarding break of journey being treated as disallowed within the Elizabeth line core, and if so, the amount of such complaints recorded
3. Any internal conversation specifically concerning this policy's conformance with the National Rail Conditions of Travel
4. Any internal conversation, analysis, or opinion that otherwise specifically considers the legality of this policy
4. Any internal memos or policy documents that specifically state the policy that break of journey with paper single and return tickets is not permitted on the Elizabeth line between Paddington and Abbey Wood

Thank you for your request received by Transport for London (TfL) on 1 January 2024 asking for information about the break of journey policy in Elizabeth line core.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
Break of journey is not permitted on Tube services. The fares on this section of the Elizabeth line are in line with Tube fares, so a break of journey is not permitted. Break of journey is also not permitted with pay as you go.
We have not been able to locate any emails relating to discussions around this change. We also do not hold any analysis, paperwork, or documentation. We have also not found any record of anyone having complained about this.
