You asked

Good Morning I emailed the mayors office, and received an email by return stating I should contact yourselves re the matter. Re the “new ULEZ”. Can you tell me how many companies were asked to tender for the supply and fitting of the proposed new ULEZ cameras ? What are the names of these companies ? When were these tenders sent out ? What date were these tenders to be in by ? Were any of the companies asked to tender under an “umbrella” or part of any other company asked to tender ? How is the supply and fitting of these cameras being paid for ? Finally how does The mayor have powers over these areas that will be subject to the new ULEZ , but the residents have no vote for the Mayor in the London elections ?

Thank you for your request received by Transport for London (TfL) on 24 March 2023 asking for information about ULEZ cameras.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold the information you require. Your questions and our replies are as below:

You asked:  Re the “new ULEZ”.
Can you tell me how many companies were asked to tender for the supply and fitting of the proposed new ULEZ cameras ?
What are the names of these companies ?
When were these tenders sent out ?
What date were these tenders to be in by ?
Were any of the companies asked to tender under an “umbrella” or part of any other company asked to tender ?

The works for Automatic Number Plate Recognition (ANPR) cameras and signs are called off from existing contracts held by TfL. ANPR cameras works are provided under the Detection and Enforcement Infrastructure (D&EI) contract, this contract was awarded in 2014.

 Four bids in total were submitted for the D&EI contract:
 
• Capita
• Cubic
• Kapsch
• Siemens
 
The framework was awarded to Siemens (now Yunex) in 2014.

How is the supply and fitting of these cameras being paid for ?

The implementation costs of ULEZ expansion are being financed by the Greater London Authority's Treasury Management function and the factors and documents considered by the Mayor when making his decision can be found on the GLA website:

Finally how does The Mayor have powers over these areas that will be subject to the new ULEZ , but the residents have no vote for the Mayor in the London elections ?

The London-wide Ultra Low Emission Zone (ULEZ), and its vehicle emission standards and non-compliance charges, will only apply within Greater London. Consequently, no enforcement, including by ANPR cameras, will take place in any area outside Greater London. Any registered local government elector in Greater London can vote in the elections for the Mayor of London and the London Assembly.
