I would therefore appreciate the following information:- 1) Why was my non ULEZ compliant vehicle selected ? If it was due to a detection on a camera what was the cost of obtaining my details and what was the overall cost for obtaining the details of every non compliant ULEZ vehicle detected on camera? 2) If this was a blanket letter drop to all non ULEZ compliant vehicles registered to addresses in a county bordering London what was the cost of obtaining the information? 3) What was the total cost of the entire letter drop exercise to home county addresses (including data collecting, staff hours, stationary, printing and postage) ?

Thank you for your request which we received on 23 March 2023, asking for information about the ULEZ.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You specifically asked:
 
1) Why was my non ULEZ compliant vehicle selected ? If it was due to a detection on a camera what was the cost of obtaining my details and what was the overall cost for obtaining the details of every non compliant ULEZ vehicle detected on camera?

As part of a multi channel public information campaign ahead of the forthcoming expansion of the Ultra-Low Emission Zone (ULEZ), in February 2023, the DVLA, on behalf of Transport for London, sent letters to the registered keepers of non-compliant vehicles seen being driven in the expanded area. This was to raise awareness of the forthcoming changes and to help the keepers of the non-compliant vehicles prepare ahead of when the zone expands on 29 August 2023.
 
We identify non-compliant vehicles through the camera network we use for the operation of current road user charging schemes in London (the Congestion Charge, the current ULEZ and the Low Emission Zone. This would have been how we would have selected your vehicle. We provide a list of non-compliant vehicle registrations to the DVLA who send a letter to the vehicle owner on our behalf. We do not hold any registered keeper’s data or details such as the name and address of the owner for this purpose and therefore did not incur any costs to obtain those details. This data is held by the DVLA and is not provided to us as part of this campaign. 2) If this was a blanket letter drop to all non ULEZ compliant vehicles registered to addresses in a county bordering London what was the cost of obtaining the information?

3) What was the total cost of the entire letter drop exercise to home county addresses (including data collecting, staff hours, stationary, printing and postage) ?
 
This was not a mailout specifically to addresses in the Home Counties and, as outlined above, we were not provided with any information on the registered keepers of the vehicles in question. We therefore do not hold the information specifically requested in Q2 & 3.
