Hello, I hope whoever is reading this is well. This is a FOI request. The Daily Telegraph today (23/03/23) reported that TfL documents from November propose handing over "sole control" of newly installed Ulez cameras to the police, if the expansion was to be delayed, or scrapped altogether. This was stated in TfL's Data Protection Assessment Ulez report that says the Met will be able to use the cameras for "law enforcement or policing purposes". 1) Please could you send me a full Equality Impact Assessment (EIA) for this proposal (of potentially handing over control of Ulez cameras to the police for law enforcement purposes). If this has not been done yet - please tell me an estimate of when (DD/MM/YYYY) the EIA will be completed and how I can view it upon release. 2) From 01/11/2022 to the day of this request, please provide all internal correspondence and communications (emails and their attachments, whatsapp/signal messages, letters, memos, briefing notes) sent and received within TFL's press office (by press officers to press officers, or by press officers to other departments withinTfL or the London's mayor office) in regard to this proposal outlined above. You may want to search keywords/phrases such as 'Ulez' and 'metropolitan police' to help. 3) Please tell me the exact locations in London where the Ulez cameras in question have been installed.

Thank you for your request received by Transport for London (TfL) on 23 March 2023 asking for information about the ULEZ cameras.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy.  I can confirm that we hold some of the information you require. You asked:

  1. and 2. We do not hold any further information in relation to the quotation you have referenced from the Data Protection Impact Assessment (DPIA) which can be found at the following link: https://content.tfl.gov.uk/london-wide-ulez-final-dpia-november-2022.pdf.   To explain further, no proposal exists – the reference to it in the DPIA is purely intended as a statement of a theoretical mitigation of a possible privacy risk and no further work has been carried out to consider it as an option at this point in time. It is worth noting that the ‘sole control’ of the cameras by the Metropolitan Police Service is only one of the theoretical mitigations that is noted in that section of the DPIA. The other is TfL retaining control and only using the cameras for traffic monitoring and analysis, using pseudonymised vehicle registration mark data.
 
  1. I can confirm that we hold the information you require on ULEZ cameras. However, the location of cameras outside of the central zone is excepted from disclosure under Regulation12(5)(g) of the EIR, the exception that can apply where release of information would have an adverse impact on the environment.
