You asked, in relation to the Congestion Charge:
“Please send me statistics relating to the number, percentage and monetary value of fines issued to non-London visitors.”

I can confirm that we hold the information you require.
Note that when we issue a Penalty Charge Notice (PCN) it is sent to the registered keeper of the vehicle as held by the DVLA. The address to where the penalty is sent does not always indicate where the driver resides. For example, if a vehicle is on hire the penalty will be issued to the hire company rather than the driver.
The table below details the information requested for calendar years 2022 and 2023. 2023 figures are for PCNs issued up to 26 March 2023:
