My initial request to you was for 10 specific documents that relate to the urban realm works at the TCR West site (C422) undertaken by Laing O'rouke between 2018-2019 of which I provided you the specific names and Crossrail Document numbers, which should be easily retrievable in your document management systems.
You were unable to locate these documents despite that fact these all clearly have the TCR West code on them (C422), and are standard documents required by Crossrails Environmental Management system that crossrail is very keen to describe and promote as world class on it's learning legacy site.
As you were unable to locate these, you asked me to provide you with more information, which required broadening my request. I did this, and now you are informing me my request is too broad.
Very well, I will narrow it.
Can you please provide to me the following documents, which specifically relate to the urban realm works at the Tottenham court road West site (C422).
This is the work to excavate and replace the streets and pavements on Dean street, Fareham st, Great chapel st and Hollen street undertaken between 2018 - 2019 by Crossrail. I would specifically like documents related to the work carried out on Hollen Street in 2018 and 2019. The prime contractor at TCR west is Laing O'Rourke. The subcontractor who undertook the urban realm works is Murphys. The Laign O'Rourke personnel who oversaw the 2018/19 works are still engaged at the TCR West site
I request the following:
1. a legible copy of the Method Statement prepared for the urban realm works at TCR West that affected Great chapel street and Hollen street 2018-19. This is the document that details the scope of work and working methods to be used by the Crossrail contractors undertaking the work to remove and replace the pavement and road surfaces. There is a version of this document with the Crossrail document number: C422-LAO-A-GMS-N105_WS089_1-5000, titled "Method Statement the urban realm and paving and sub base installation works" dated 2017 which is version 1. I would like copies of the document that relate to the work undertaken on Hollen street in summer 2018, and to the works undertaken in early 2019. This is at most two documents.
2. a copy of the Environmental Management Plan prepared for the cited urban realm works at TCR West that affected Great chapel street and Hollen street 2018-2019. The Environmental Management plan is a required document which sets out how the TCR West works will deliver the environmental requirements and how environmental issues that arise are handled. There is a version of it with the Crossrail document number: C422-LAO-T1-STP-N105_WS089-50001, titled 'Enviromental Management Plan'. It is cited in the cover sheet of the method statement so it must exist. I would like copies of the document that relate to the work undertaken on Hollen street in summer 2018, and to the works undertaken in early 2019. This is a single document.
3. a copy of the Design Risk Management Schedule prepared for the cited urban realm works at TCR West that affected Great chapel street and Hollen street (the C422 works area) dated late 2016. I do not know the Crossrail Document number, it is titled "Design Risk Management Schedule" or similar. This document is part of Crossrails risk management processes to identify the risks related to the TCR West urban realm works and identifies the presence of existing cellars beneath the C422 works area. This document is specifically referenced in AND ATTACHED TO an email sent to Crossrail/Laing O'Rourke personnel xxxxxx and xxxxxxx, xxxxxxxxx and xxxxxxxxx by xxxxxxxx at engineering firm WSP on 12th June 2018 so it must exist. I would like the version attached to this email. This is a single document.
4. a copy of any subsequent versions of the above cited design risk management schedule prepared for the urban realm works at TCR West that affected Great chapel street and Hollen street (the C422 works area). I would have thought that as the Design Risk Management schedule is a risk register, there would, at any one time be a single, up to date, version/controlled document that includes all risks. So the latest version should be sufficient. This is a single document.
5. a copy of the Cellar report for the C422 works area. This is a report of cellars and basements in the C422 works area prepared by engineering firm WSP and sent to Crossrail / Laing O'Rouke in 2016. Crossrail Document Number: C422-LAO-C-RGN-N105_WS089-500, titled "Cellar report for the C422 works area" or similar, dated 14/11/2016. This document is referenced in the above cited email and so must exist. This is a single document.
6. a copy of the Early Warning Notice reference EWN 387 dated 12/12/2016. This is an early warning notice related to the urban realm works which refers to the report on cellars. This document is cited AND ATTACHED TO the above cited email sent to xxxxxxx, xxxxxxxxx, xxxxxxxxxx and xxxxxxxxx by engineering firm WSP on 12th June 2018 so it must exist. This is a single document.
7. a copy of document CC1131, a document identifying the presence of cellars within the C422 works area but not included in the cellar information provided by CRL. This document is cited AND ATTACHED TO the above cited email sent to xxxxxxxxxxxx andxxxxxxx, xxxxxxxxxxxx and xxxxxxxxxxx at Laing O'Rouke by engineering firm WSP on 12th June 2018 so it must exist. This is a single document.
8. a copy of any other risk assessments or reports of cellars, vaults and basements in the C422 works area, created since 2017, related to the cited urban realm works at TCR West that affected Great chapel street and Hollen street 2018-2020
With the exception of item 8, This is eight documents in total. This is not onerous or excessive. They are all documents that are required to be on Crossrails document mangement system for TCR West activties. As Crossrail has an ISO certified enviromental mangement system "which applies to all activities undertaken by Crossrail for programme management of Crossrail including procurement, design, construction, testing and commissioning" i would expect that it should be easy to retrieve them.
Not only should these documents be in Crossrails document management system, four of them are in Laing O'Rourkes email system attached to an email sent to Crossrail / Laing O'Rourke personnelxxxxxxxxxx xxxxxxxxx xxxxxxxxxxxxx and xxxxxxxxxxxxxx by xxxxxxxxxx at engineering firm WSP on 12th June 2018. A copy of this email was also sent to "[email protected]" and so should easily be located in your central email system.
If you require assistance in locating the above documents then I would suggest you contact the Crossrail/ Laing O'Rourke personnel responsible for the urban realm works at TCR West. As the urban realm work is still ongoing, there are limited people involved and the personnel who oversaw the 2018/19 works are still engaged at the TCR West site it should not be difficult or onerous to do. I would suggest you contact xxxxxxxxxx who is the logistics manager for TCR West and should be able to specifically inform you where all these documents are and be able to provide you with copies, or if not, inform you how to obtain them.
These documents all relate to how Crossrail manage and control the risks their works pose to third parties. As mentioned above, on the learning legacy site Crossrail are very keen to extol the "world class" nature of their environmental management system, which includes risk management and thorough documentation requirements. It is very much in the public interest to understand how Crossrail are upholding their environmental and safety obligations to their workers and the general public.
Crossrail has a requirement to keep a documented record of works, and given your ISO certified "world class" management procedures these should be centrally stored and version controlled. Crossrails inability to date to locate a handful of specific design and delivery documents does not instill a great deal of confidence in Crossrails processes.
This request now relates to a small handful of documents that are known to exist, are very well described, with well defined and narrow dates, names and reference numbers and names of individuals who know of their existence and where they are located. These should now be easy to locate given the information provided and I trust I will not have to resort to raising an issue with the Information Commissioners Office.

Thank you for your request received by Transport for London (TfL) on 12th February 2020 asking for copies of various documents in connection with the Crossrail project.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy.
I can confirm that we hold some of the information you require.
Where held, the documents requested are attached with this email (five documents in total). Note that any personal information contained in the documents has been removed under regulation 13 of the EIR, the regulation relating to the unfair release of personal data. Under regulation 13, information is exempt from disclosure if somebody can be identified from it, and where such identification is deemed unfair. In considering the question of fairness, we have to take into account the expectations of the individuals concerned and whether they object or not to the information being released. We do not believe that the individuals concerned would have expected themselves to be publicly identified in this way when the information was created, and the team in question has specifically requested that any identifying material be removed. As it makes no material difference to the substance of the information being requested for identifiers to be removed, we believe that the regulation 13 exception rightfully applies.
Where you have requested documents but they are not attached, that is because TfL does not hold the requested material.
