F/on from FOI-2736 1. Healthy Streets programme. Is it possible to email or post a diagram, map or plan to show how the junction will look with the straight over the signalised pedestrian crossing and raised table? I am finding it very hard to visualise how the changed layout will improve safety for pedestrians and all road users at this location. 2. How will residents be consulted on the plans for this junction and what format will the consultation take? I would hope it is not just an online exercise but letters will be posted to residents so that any form of consultation is fully inclusive? TfL have sent letters in the past. 3. Is there any chance the delivery of the crossing can be brought forward for completion by the end of 2023 instead of 2024? I say this as the number of personal injury collisions, 38, over a 4-5 year period is very high. It is fortunate there has only been 1 serious injury though bad enough in itself. 4. The right turn into Greenwich South Street from Blackheath Hill is potentially dangerous due to the speed of oncoming traffic. Can this be looked at again please to make it safer? Perhaps slightly more time can be allowed for drivers making the right turn?

Thank you for your request received by Transport for London (TfL) on 20 March 2023 asking for information about the junction of A2 Blackheath Hill with Lewisham Road and Greenwich South Street SE10.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
 
  1. Healthy Streets programme. Is it possible to email or post a diagram, map or plan to show how the junction will look with the straight over signalised pedestrian crossing and raised table? I am finding it very hard to visualise how the changed layout will improve safety for pedestrians and all road users at this location.
We plan on consulting on any proposed changes and will provide maps at this time. In accordance with the FOI Act, we are not obliged to supply you with the diagram/map you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, the design has not yet been fully finalised and therefore we consider that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.

As previously advised, there is a proposal to make this right turn easier by removing the loading bay on the corner of Greenwich South Street/ Blackheath Road. Unfortunately there is no proposal to add an indicative arrow to the signals arrangement. That is because the opposing right turn is also a popular movement and an overlap would deny them the opportunity to turn at the end of the green signal due to oncoming traffic.
