TfL Ref: 3461-1819

Thank you for your request received by us on 18 March 2019 asking for complete list of locations of permanent traffic light signals in residential roads in Greater London as opposed to main roads or red routes in the TfL area.  These should not include lights at junctions of residential roads with main roads or red routes but be there to control motor vehicle and/or pedal cycle movements.  Also state where possible the purpose of such traffic signals, for example, narrow passing points.  Please also quote legislation concerning where traffic lights can or cannot be placed.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

We don’t have a classification of main roads vs residential roads as such so we have used the Street Types classification instead which is the closest we have to what you are requesting.  Please see the following pages for more information on Street Types.

https://tfl.gov.uk/info-for/boroughs/street-types.

Please find attached a list of traffic signals with their Street Types including whether there is more than one street type at the point location (junctions) and whether the signal is on the Transport for London Road Network (TLRN).You can easily filter out the street types and combination of street types that you are / are not specifically interested in.

Please note that the London Borough of Bromley has not taken part in the Street Types for London classification. As a result, there is no street type data within that borough and we have therefore not been able to include the signals within the London Borough of Bromley.

Some notes to understand the attachment are below

Full ID (column C) is the ID of the traffic signal. Each appears only once in the list

The coordinates in columns H and I do not show the exact location of the traffic signals but the location of junctions and crossings that are controlled by traffic signals

Column M shows whether the signal is on a red route (TLRN)

Column K shows the number of different street types at the traffic signal location. When a traffic signal is at a junction of roads belonging to more than one street type, the number in column K is 2, 3 or 4

Columns N to U show various street types at that location.

In the example below, Signal 01/081 is at a junction of roads from 3 different street types :

We do not hold the information for the purpose of these traffic signals. For any signals not on TLRN, the borough would be the highway authority not TfL.

The Traffic Signs Regulations and General Directions 2016 covers the legislation concerning where traffic lights can or cannot be placed. The link is as follows. Schedule 14 from p425 refers:  https://tsrgd.co.uk/pdf/tsrgd/tsrgd2016.pdf

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
