Colindale Station Closure - Transport Impact

The Colindale Station is announced to be closed for a week in April, and for several months in Summer to Autumn without any details provided by TfL to the public yet. As such, I would like to request: 1. The latest daily passenger volumne using Colindale Station 2. Justification of absence of highway modelling or mode shift assumptions to car In previous response to FOI-1651-2324, I understand that no highway modelling or mode shift assumptions to car were undertaken. Can you provide justification on how the assumptions that all tube passengers will not shift to private cars are made? Is it based on survey results from residents? If yes, please provide when the survey was done. 3. Transport Assessments Can you provide the Transport Assessments which justifies the following: a. Vision Zero - with closure of Colindale Station, there will be more cycling activties by passengers to the nearest station but at the same time more double deck buses on the Colinale Avenue as replacement buses. More private cars are also expected. How TfL will ensure the safety during station closure. b. Healthy Streets Approach - with closure of Colindale Station, residents have to walk to the nearest station (Burnt Oak). With stabbling and robbing constantly happening at Montrose Park, where the way from Colindale Station to Burnt Oak is, how can TfL ensure "People feel safe" under the Healthy Street Indicators? c. Mayor's Transport Strategy - under Chapter Two of Mayor's Transport Strategy, the vision is "to give Londoners the public transport experience they deserve and encourage more people to use public transport instead of cars, services must consistently be customer focused, accessible and affordable, with support provided by highly trained staff. Every day, people should have a good experience from door to destination – making the whole journey as easy and seamless as car travel will help to reduce car dependency." How will the closure of Colindale Station for several months meet this vision? Thank you.

Thank you for your request received by Transport for London (TfL) on 28 December 2023 asking for information about Colindale Station Closure.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require. However, much of your request asks for justification, rather than for recorded information. Although your FOI request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

The Colindale Station is announced to be closed for a week in April, and for several months in Summer to Autumn without any details provided by TfL to the public yet.  As such, I would like to request:
 
  1. The latest daily passenger volume using Colindale Station
This information is available to the public, please visit this site and the click on the spreadsheet named ‘AC2022_AnnualisedEntryExit’ for the latest passenger volumes

2. Justification of absence of highway modelling or mode shift assumptions to car

In previous response to FOI-1651-2324, I understand that no highway modelling or mode shift assumptions to car were undertaken.

Can you provide justification on how the assumptions that all tube passengers will not shift to private cars are made?
There is no scoping or justification information for the decision to include or exclude highway modelling across all TfL and London Underground closure planning.

Is it based on survey results from residents? If yes, please provide when the survey was done.

3. Transport Assessments

Can you provide the Transport Assessments which justifies the following:
 
  1. There is no transport assessment relating to the Colindale closure and Vision Zero
 
  1. Healthy Streets Approach - with closure of Colindale Station, residents have to walk to the nearest station (Burnt Oak). There is no transport assessment relating to the Colindale closure and the Mayor’s Transport Strategy.
