Thank you for your email received by Transport for London (TfL) on 17 March 2019, asking for information about the expanded ULEZ zone.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked for:

  1. Your estimate of how many vehicles will be affected which are resident within the zone.

     

  2. Same for visiting vehicles.

     

     

    This data was provided as part of the consultation material on the expansion of ULEZ. We estimate that for the ULEZ expansion in 2021 there would be on average 100,000 cars and 35,000 vans that would be affected.

  4. Estimate of how many (on average) cars which will be subject to the new rules have equal emissions to an existing London bus.

     

     

    Using emissions factors from COPERT 5 (the widely recognised European emissions factors programme) which is used for air quality modelling, the oxides of nitrogen (NOx) emissions estimated for a non-compliant (Euro 3) petrol car and a non-compliant (Euro 5) diesel car travelling at 20km/h are shown below. This is with a comparison to a Euro VI diesel double-deck bus, of the type used in central and inner London. Please note that an increasing number of TfL buses are actually battery electric vehicles with zero tailpipe emissions.

    It is also worth noting that the multi-occupancy usage of a bus means that emissions per passenger-kilometre are much lower than those of a car.

  6. An estimate of the annual gross revenue which the scheme will produce, and the annual costs.

The forthcoming introduction of the ULEZ and its expansion to inner London in 2021 is not about making money, but about improving the health and wellbeing of thousands of Londoners. Any revenue generated from the ULEZ will be reinvested into improving the transport network and making London’s air cleaner.

ULEZ income is incorporated into the overall Transport for London Business Plan under ‘other operating income’. The table below shows the projected net operating income from the first phase of ULEZ in central London. The net operating income includes both charge and enforcement income and is net of operating costs and other expenses. These figures have been rounded to the nearest million.

The figures are complete for the ULEZ however, they are not split as requested as the ULEZ and the expansion is considered as one scheme.

7. How will the scheme be enforced for subject vehicles parked at home when taken on to the streets.

The ULEZ will operate using Automatic Number Plate Recognition technology. As a vehicle enters, leaves or drives within the zone its registration is recorded along with a colour image of the vehicle. At the end of the next working day, when the payment period has expired, the list of vehicles observed in the zone is compared against those vehicles for which a charge has been paid, meet the standards, exempt from the charge or registered on an Auto Pay account. Where a match is found the image and record of the vehicle is deleted. If no match is found the details are retained for enforcement purposes.

No charge is payable for parked vehicles. However once they are driven within the zone they become subject to the charge.
