How much is TFL spending for the creation of ‘capacity studies’, how many are being made, and how many are being requested by TOCs that are not being made

You asked

I had made this same request to Network Rail as my enquiry refers to the railway. l was informed that the Riverside/Barking project was ‘owned’ by TFL, so my query refers to a timetabling ‘Capacity Study’ that was commissioned by TFL. The piece of work I’m referring to would have been requested in response to planned engineering works, by affected Train Operating Companies, and I imagine someone such as a Project Manager for the relevant works would have commissioned a Railway Consultant or contractor to undertake the study. Therefore, the information I am seeking, relating to Overground Railway services, is as such: 1. How much was paid for the creation of the ‘Barking/Riverside’ capacity study, produced this year and who was commissioned to produce this? 2. How many ‘capacity studies’ were produced for/commissioned by TFL, using external contractors/parties in 2018? 3. How many ‘capacity studies’ were requested to be created, by Train Operating Companies, in 2018? 4. What was the overall financial cost to TFL, for the creation of ‘capacity studies’ by external parties/contractors in 2018?

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked for:

  1. How much was paid for the creation of the ‘Barking/Riverside’ capacity study, produced  this year and who was commissioned to produce this? 

     

     

    We have commissioned a number of studies that may fit this description. Please see our answer to question two below.

     

     

  2. How many ‘capacity studies’ were produced for/commissioned by TFL, using external contractors/parties in 2018?

     

     

  • London Overground North and West London Line Capacity Upgrade Project (LOCAP) – Cost £370k.

     

  • East London Line 20TPH Timetable Feasibility Study – Cost not held. This was funded solely by Network Rail.

     

  • GRIP 2 feasibility for Barking and West Ham capacity study – Cost £102k.

     

  • Capacity study on the possessions work coming up for Barking Riverside extension – Cost approximately £6k.

     

     

  1. How many ‘capacity studies’ were requested to be created, by Train Operating Companies, in 2018?

None.

4. What was the overall financial cost to TFL, for the creation of ‘capacity studies’ by external parties/contractors in 2018?
