Could you please confirm the following information for road traffic collisions involving cyclists occurring at this junction since 1st January 2019
(1) total number of collisions
(2) for those collisions how many resulted in death/serious injury/minor injury/damage only for the affected cyclist(s)
(3) how/when the reports arising from those collisions were introduced into a risk assessment process that included (but is not limited to) motorist or cyclist behaviour, existing traffic restrictions or signage, changes to that signage or restrictions, enforcement activity at the location, use of cctv cameras at the location to identify offenders as a preemptive action before such collisions etc (minutes of meetings, referrals from other authorities such as the Metropolitan Police Service or other similar documents ( both electronic or paper records))
(4) when/how changes were effected as a result of that process
(5) details of any enforcement action resulting from either the collisions themselves or from targeting the location for any offences by motorists or cyclists eg court summons, fixed penalty notice or verbal warning
(6) any recommendations for improvements at this junction

Thank you for your request received by Transport for London (TfL) on 10th February 2020 asking for information about road traffic collisions at the junction of Stratford High Street and Cooks Road.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below:
Could you please confirm the following information for road traffic collisions involving cyclists occurring at this junction since 1st January 2019:
Question 1: total number of collisions?
Answer: TfL holds verified London-wide collision data to the end of July 2019. More recent data will be available later this year when it has been processed and verified by the Metropolitan Police. Between 1st January 2019 and 31st July 2019 there was one collision involving a cyclist at this junction.
Question 2: for those collisions how many resulted in death/serious injury/minor injury/damage only for the affected cyclist(s)
Our recorded details of the incident are as follows:
High Street near junction with Cook’s Road: A car failed to give way and turned right out of Cook’s Road across the path of an opposing eastbound cyclist. The collision occurred at 19:19pm in dark and wet conditions and resulted in a serious injury to the pedal cyclist.
Questions 3, 4 and 6:

TfL has not undertaken any specific risk assessments or implemented any changes on account of the single incident above. The physical layout of the junction has remained broadly consistent since 2014 when the Cycle Superhighway Route 2 extension was constructed (although note that in 2018 Cooks Road was resurfaced and a raised table entry treatment provided). In accordance with TfL policy, all TfL schemes implemented on our road network are subject to ongoing monitoring and, where needed, further improvements will continue to be delivered as part of TfL’s rolling Healthy Streets infrastructure programme. This monitoring enables TfL to prioritise and target funding where it can have the most impact on road danger reduction. Road Safety Audits are generally undertaken at 12 months and 36 months after a scheme’s opening, as part of this monitoring. The most recent Road Safety Audit for this junction (dated March 2020 and based on data up to 2016) in relation to the Cycle Superhighway Route 2 extension, does not raise any concerns at Cook’s Road.
Question 5: Details of any enforcement action resulting from either the collisions themselves or from targeting the location for any offences by motorists or cyclists eg court summons, fixed penalty notice or verbal warning:
TfL does not hold this information. I would suggest that you put the question to the Metropolitan Police.
