You asked

I would like to make a freedom of information request. I own a motorcycle. The registration mark is [ ]. Despite it's age I believe it may meet ULEZ standards. On the ULEZ checker web page, this vehicle comes up as non compliant. It also states on the page that, "Enforcement of the ULEZ will be based on the declared emissions of the vehicle rather than the age". I understand that you use DVLA records of the euro status and emissions for most UK and EU models. However, this motorcycle is a Japanese import and has been manufactured to tighter Japanese standards. Therefore DVLA currently holds none of this information about this particular motorcycle. What I am requesting is a breakdown of every single piece of information used to calculate the non compliant status of this particular motorcycle. Please state what declared emissions data you have for this particular motorcycle. Please identify any other details you have been supplied with by any organisation such as the DVLA, DVSA or Honda UK. In addition to this please state the type of vehicle your system shows i.e (Motorcycle,Car, etc.). Please supply any other data you have used to calculate the vehicle as non compliant. As the owner, I will be able to cross check this information with my own upon receipt of your response and any errors can be amended.

Thank you for your email of 14th March 2019 asking for information about ULEZ standards for your motorcycle.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Specifically you asked:

For the ULEZ scheme, the year of manufacture is used to determine compliance. Under the provisions of the FOI Act we do not hold any recorded information which would allow us to answer the questions you ask. However, I have been in liaison with our Congestion Charge and Traffic Enforcement (CCTE) team and they would like to contact you directly to provide some generic advice about options available to you and your specific vehicle.
