London Councils are responsible for negotiating with TfL, on behalf of London boroughs, the annual cost of the Freedom Pass scheme on TfL services. The amount we settle on with them involves a variety of factors including journeys made, fare costs, inflation, interavailability of a service, and discounts. The settlement with London Councils is a total concessionary travel for all modes and freedom passes, as such it cannot be broken down into modes.
