Unpaid penalty charge notices for parking contraventions

You asked

How many penalty charge notices that were issued by TFL for parking contraventions in each of the calendar years 2016, 2017 and 2018 remained unpaid as of 12 March 2019? What percentage of total penalty charge notices issued for parking contraventions does this represent for each of the three years? What is the total value of the outstanding fines associated with these PCNs for parking contraventions?

Thank you for your web request received by us on 13 March asking for information about Penalty Charge Notices (PCNs) issued by TfL.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

We are committed to keeping the capital moving and by enforcing the rules of the road we help keep junctions and roads clear, which if blocked cause significant impact to all road users. All revenue generated by enforcement activity is reinvested in maintaining and improving the transport network.

TfL adopts a fair and transparent approach to traffic enforcement and motorists are encouraged to follow the guidance issued with every PCN and contact TfL if they would like to appeal their case, so that it can be reviewed.

Our replies to your questions are below:

1.    How many penalty charge notices that were issued by TFL for parking contraventions in each of the calendar years 2016, 2017 and 2018 remained unpaid as of 12 March 2019? The table below shows the number of PCNs issued by contravention date.

2.    What percentage of total penalty charge notices issued for parking contraventions does this represent for each of the three years?

The table below shows the proportion of the above PCNs that have not been paid in full. It should be noted however that a number of PCNs may not yet be due for payment as they may be awaiting a representation or appeal outcome.

All of the above PCNs were issued at the higher Band A level of £130.
