What percentage of total penalty charge notices issued for parking contraventions does this represent for each of the three years? What is the total value of the outstanding fines associated with these PCNs for parking contraventions?

for your web request received by us on 13 March asking for information about
Penalty Charge Notices (PCNs) issued by TfL.
Your
request has been considered in accordance with the requirements of the Freedom
of Information Act and our information access policy. I can confirm that
we hold the information you require.
We are committed to keeping the capital moving and by enforcing
the rules of the road we help keep junctions and roads clear, which if blocked
cause significant impact to all road users. All revenue generated by
enforcement activity is reinvested in maintaining and improving the transport
network.
TfL
adopts a fair and transparent approach to traffic enforcement and motorists are
encouraged to follow the guidance issued with every PCN and contact TfL if they
would like to appeal their case, so that it can be reviewed.

be awaiting a representation or appeal outcome.
