You asked

Good afternoon, I am writing to you under the Freedom of Information Act 2000. Please could you provide a copy of all the current speed limit data for London roads in a machine-readable format .csv or Excel preferably? Please could this data include the road speed limit, road location, road classification, and the speed limit start date? If it is not possible to provide the information requested, please provide advice and assistance as to how I can refine my request. If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance. If you have any queries, please do not hesitate to contact me via email and I will be very happy to clarify what I am asking for and discuss the request further, my details are outlined below.

Thank you for your request received by Transport for London (TfL) on 13th March 2023 asking for information about speed limits on London roads.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Please could you provide a copy of all the current speed limit data for London roads in a machine-readable format .csv or Excel preferably?

Please could this data include the road speed limit, road location, road classification, and the speed limit start date?”

Note that TfL is only responsible for managing the “Transport for London Road Network” (TLRN - sometimes known as the “red routes”). This accounts for about 5% of London’s roads (albeit about 30% of the traffic). The other 95% of roads are managed by the relevant local authority.

While we do hold data on the speed limits on London’s roads this data is derived under a licence agreement that we hold as part of the Public Sector Geospatial Agreement (PGSA - see here https://www.ordnancesurvey.co.uk/customers/public-sector/public-sector-geospatial-agreement). We are unable to share the data with anybody who does not themselves hold a licence. The information is therefore exempt from disclosure under section 41 of the Freedom of Information Act on the basis that it constitutes information provided in confidence.
