Information about Holborn gyratory system proposals

I have read the press release from TfL (https://tfl-newsroom.prgloo.com/news/tfl-press-release-eleven-new-projects-to-receive-gbp-50-million-investment-to-create-healthy-streets-across-london) and news reports of the proposals for the Holborn gyratory system. News coverage contained more details than is available in your press notice, including, in one case, a map of revised traffic flows. I would like to see (1) all material released, either generally or in specific cases, to news organisations ot others etc in relation to these proposals (2) all internal papers, briefing and other information (not covered by any specific exclusion under the FOI Act) relating to the proposals for the Holborn gyratory system, including specifically Procter Street, Red Lion Square and Red Lion Street. Thank you for your email received by Transport for London (TfL) on 12 March 2019.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm we hold some of the information you require. You asked:

There is one email chain which is the only communication TfL’s press office has had with the local media in Camden in relation to the Holborn gyratory scheme.

This is a London Borough of Camden led initiative, and the only information we hold are the attached bid submission documents from Camden.

The project is also referenced in the Healthy Streets Portfolio Board submission which sought endorsement for the recommended projects, of which Holborn was one. Please see an extract from this paper, specifically relating to Holborn, on the enclosed CD.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.
