Follow-on from FOI-2358-2324: Between August 29th and 30th November (covering the expansion of the ULEZ zone to the whole of Greater London): • How many vehicles registered outside London from Kent, Surrey and Sussex respectively have been issued with fines for Non-compliance of the ULEZ charge? • Can you please provide me with a breakdown for each county? • How many of those fines remain unpaid? • How many fines were written off?

Thank you for your request received on 21 December 2023 asking for further information about penalty charge notices (PCNs) issued for non-compliance of the Ultra Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked for:

Between August 29th and 30th November (covering the expansion of the ULEZ zone to the whole of Greater London):
  • How many vehicles registered outside London from Kent, Surrey and Sussex respectively have been issued with fines for Non-compliance of the ULEZ charge?
  • Can you please provide me with a breakdown for each county?
  • How many of those fines remain unpaid?
  • How many fines were written off?

The ULEZ was expanded on 29 August 2023 across all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, PCNs have been issued for contraventions.

When we issue a PCN the notices are sent to the registered keeper of the vehicle as held by the DVLA. The address to which the penalty is sent does not necessarily indicate that that is where the driver resides. For example, we issue PCNs to hire and lease companies based in London and we do not know where the driver, who incurred the penalty, resides.

The table below details the number of penalties issued to addresses in the said counties between 26 September and 30 November 2023.

We do not record the county to which a PCN is issued, however the table below details the number of penalties issued to towns located within each of the said counties.

PCNs written off are those where we have received a part payment of the penalty and written off the outstanding balance.

The number of PCNs paid and open will change over time as more penalties are paid.  The number of open PCNs in the below table are those which remain open up until 18 February 2024, as it is extremely difficult to give a figure as at a particular point in the past.
